歐盟 (EU)2019/320法規(guī)要求2022年3月17日起,對(duì)進(jìn)入歐盟市場(chǎng)的智能手機(jī)強(qiáng)制實(shí)施Delegated Regulation (EU) 2019/320法規(guī)要求,該法規(guī)要求進(jìn)入歐盟市場(chǎng)的智能手機(jī)須支持獲得緊急服務(wù)的功能。

相關(guān)法規(guī)要求無(wú)線產(chǎn)品出口歐盟,須滿足RED指令2014/53/EU要求,即Article3整個(gè)章節(jié)包含:
1.Article3.1(a):Safety, SAR
2.Article3.1(b):EMC
3.Article3.2:RF
4.Article3.3(a..i)

Test section測(cè)試要求
A. Section 5: “Galileo compliance”- ETSI TS 103 246-5 V1.3.1 (2020-10)
1. Smartphone Galileo GPS system智能手機(jī)必須支持伽利略GPS系統(tǒng)
2. NMEA (National Marine Electronics Association) output test 輸出測(cè)試
3. Time to First Fix Test熱啟動(dòng)到首次定位測(cè)試
4. Horizontal accuracy test水平精度測(cè)試
5. Galileo OSNMA (Open-Signal-Navigation-Message-Authentication) readiness test就緒測(cè)試

B. Section 6: “AML compliance” (Advanced Mobile Location)-ETSI 103 625 V1.1.1 (2019-12)
1.Transporting Handset Location to PSAPs (national Public Safety Answering Point) for Emergency Calls.
將手機(jī)位置發(fā)送到PSAPs(國(guó)家公共安全應(yīng)答點(diǎn))用于緊急呼叫。
2. Accept test case (fucus on LTE) from R&S solution.
接受R&S解決方案的測(cè)試用例(重點(diǎn)在LTE)。

C. Section 7: “WLAN location compliance” with 5 building type (ISO/IEC 18305)
1.WLAN compatibility.
WLAN兼容性。
2. WLAN TTFF, (14 test scenarios)：fulfills the 20 seconds requirement to get a first position fix.
WLAN TTFF(14個(gè)測(cè)試場(chǎng)景)：需滿足20秒內(nèi)獲得首個(gè)位置定位的要求。
3. WLAN position accuracy,(14 test scenarios)：to achieve a horizontal position error of max. 30m with a confidence level of 67 %.
WLAN位置精度(14個(gè)測(cè)試場(chǎng)景)：達(dá)到最大30m水平位置誤差，可信度為67%

認(rèn)證要點(diǎn)：
新產(chǎn)品申請(qǐng)可搭配 RED證書(shū)一起提交審核；
已發(fā)證產(chǎn)品可提出派生申請(qǐng)，增加Article 3.3(g)審核；
已在歐洲市場(chǎng)銷(xiāo)售的產(chǎn)品，需要在2022年3月17日后再次進(jìn)行進(jìn)口報(bào)關(guān)時(shí)，必須符合新法規(guī)要求。

(EU)2019/320法規(guī)相關(guān)要求解讀:
1.補(bǔ)充REDArticle3.3(g)項(xiàng)。
Supplementing of RED Directive 2014/53/EU of the European Parliament and of the Council with regard to the application of the essential requirements referred to in Article 3(3)(g) of that Directive in order to ensure caller location in emergency communications from mobile devices.
2.適用產(chǎn)品:智能手機(jī)。
The essential requirements set out in Article 3(3)(g) of Directive 2014/53/EU shall apply to hand-held mobile telephones with features similar to those of a computer in terms of capability to treat and store data.
3.要求產(chǎn)品符合Wi-Fi和Galileo標(biāo)準(zhǔn)，并支持向緊急服務(wù)傳輸數(shù)據(jù)的功能。
Compliance with paragraph 1 shall be ensured through technical solutions for the reception and processing of Wi-Fi data, data from Global Navigation Satellite Systems compatible and interoperable with at least the Galileo system referred to in Regulation (EU) No 1285/2013, and for the making available of that data for transmission in emergency communications.
4.該法規(guī)自2022年3月17日起生效。
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. It shall apply from 17 March 2022.
